Election of Regional Tibetan Freedom Movement
As mentioned in Article 22, any resident of the settlement irrespective of gender and faith, who qualifies for the post can stand in election. As per
Article 18 (1), qualified voters can cast their vote.
Eligibility of Members
1. Candidate must be a citizen of Tibet
2. Candidate must have completed 25 years of age
3. Candidate must not have been declared insane either by a qualified doctor or court of law
4. Candidate must not have unsettled public dues or debt
5. Candidate must not be a convict or found guilty by the court of law
6. Candidate must not be the staff of CTA
7. Candidate must not be entrusted with task, entitled with any rank or position, granted with cash or kind by any other country to harm or work against the interest of Tibetan people.
8. Candidate must not have violated the Election rules and regulations passed by the Tibetan Parliament-in-Exile
9. Candidate mustn't be the one who has been proved to be working against the Tibetan cause directly or indirectly.
10. Candidate must not be someone who is proved to have no faith in the Charter of Tibetans-in-Exile.
Number of members and term of office
1. As per Article 60 (1) of the Charter of Tibetans-in-Exile, the number of members shall be not less than 3 and not more than 11 and elected by
the local residents.
2. As per Article 60 (2) unless it is dissolved or amalgamated, the term of office is 3 years. However, there is no objection for the re-election of
the members.
Election of members
1. After the number of members is confirmed depending on the size of community and its population, eligible voters will go for two rounds of
preliminary and final elections. Regional EC can allow the withdrawal of nomination before the announcement of final election. Once the
announcement of final election is made, candidates cannot withdraw their nomination.
2. The scattered Tibetan community shall elect their own representative in advance to be nominated in the above-mentioned election
3. As per the confirmed number of members, candidates with highest votes will be selected. Regional EC will make the public announcement
of the result and intimate it with the Tibetan Parliament-in-Exile through the Election Commission.
4. The President, accountant cum secretary and cashier are to be appointed from among the elected members
5. If there is a vacancy in the membership due to sudden death of the existing member or any other reasons, the first wait list is to be selected
as a new member without having to go into mid-term poll. If there is no wait list, new replacement must be elected in 30 days. If the President
resigns, new replacement should be appointed as per the laid down rules.
6. While the members of Regional Tibetan Freedom Movement have to seek their leave of absence from the President, the President has to take
leave from the Standing Committee of the Tibetan Parliament-in-Exile.
7. For cases where the above rules are not applicable, the Article 60 (4) of the Charter of Tibetans-in-Exile can be applied
