1. Tibetan citizen who has completed 18 years of age can nominate a candidate for Sikyong election. He/She has to mention the candidate’s full name, native place, present address, present or past position held, surname or any unique name for proper identification.
2. After the preliminary election, Regional ECs shall follow the Article 34 of the Electoral Rules & Regulations and send the filed nominations to the Election Commission within the specified period of time.
3. Before the announcement of finalised nominations, candidate will be given opportunity to withdraw their nomination under the following circumstances:
a) Within 20 days of the announcement of final candidates, a preliminary nomination of not more than 6 candidates should be announced.
b) Any candidate who wishes to withdraw their candidacy from the preliminary election shall contact the Election Commission directly.
Once the announcement of final candidates is made, no candidate can withdraw his/her nomination.
c) Even after the announcement of final candidates and before the election, if the Election Commission received any complaint against any nominee over his/her nomination, or if it gets to know of such a case, the matter will be investigated and action will be taken as per the electoral rules and regulations. In such a case, any particular candidate or rather the whole nomination shall be withdrawn. If the whole nomination is withdrawn, there shall be re-election. If a particular nominee is withdrawn or faces a sudden death, decision will be taken taking into account the size of nomination.
4. The Election Commission shall scrutinise the qualification of nominees of preliminary election, check their green book payment and withdrawal of nomination if any, and then announce not less than 2 candidates for the final round of election of Sikyong. In case there is only one candidate and if he/she has secured not less than 51% vote of the total vote, he/she will be declared as uncontested Sikyong elect. If the lone candidate has not secured 51% vote, the Preliminary election shall be
conducted all over again. And, if a candidate secures more than 60% of the total vote in the Preliminary election, she/he will be declared as Sikyong elect without having to go through the final round of election.
5. The Candidate who secured the maximum secret vote in the final election will be declared as the Sikyong elect.
6. If two candidates secure equal number of votes, there will be re-election for two of them as per the law.
7. If the Kashag gets dissolved, the Election Commission shall conduct and complete the electoral process within 120 days from the day of election announcement
