Nomination and voter
The nomination and voter of the Speaker and Deputy Speaker will be from amongst the members of Parliament only.
Election Process
As mentioned in the Article 45 of the Charter of Tibetans-in-Exile, Tibetan Parliament shall have a Speaker and a Deputy Speaker. The election of Speaker shall be conducted first followed by that of Deputy Speaker. However, if an incumbent Parliamentarian gets selected unanimously, the Election Commission shall make the official announcement after careful observation and decision.
Election of Speaker
All members of Parliament shall do a secret ballot to elect the Speaker of their own choice. They will use the stamped ballot paper issued by the Election Commission
Procedure in case of Tied vote
1) If any Parliamentarian gets equal number of maximum votes, members shall cast their vote again for them and if the count is still the same for 3 times consecutively, election will be conducted again as per Article 56.
2) If the result of re-election is still the same as above mentioned, the candidates shall share the Speaker’s post on a rotational basis.
Nullification of votes
At the time of vote count, if there are cases as mentioned in Article 34 (2) and if there are ballot paper without the stamp of Election Commission, such votes shall be nullified. If the ballot box contains more vote than the number of voters, the entire ballot papers shall be nullified and there shall be re-election.
Announcement of Speaker Elect
1. After the final count of votes, Election Commission shall declare the candidate with highest number of votes as the Speaker Elect of the Tibetan Parliament-in-Exile.
2. In case, the Speaker elect withdraws from his/her post, the next in line will be announced as the Speaker Elect.
Election of Deputy Speaker
Election of Deputy Speaker shall be conducted as per Article 56 to 59 of the Electoral Rules and Regulations.
Oath of Office of Speaker and Deputy Speaker
After the announcement of election result of the Speaker and Deputy Speaker, a date shall be fixed for their swearing in ceremony as mentioned in the Charter of the Tibetan-in-Exile.
